Founder and President

Jorge Sanguinetty, Ph.D: Dr. Sanguinetty holds a Ph.D. in economics and is an expert in development and human capital strategies. He has published numerous articles and chapters on education reform and economics in developing countries, especially in Latin America. His most recent book (2004) is Cuba: The Present and Future of the Cuban Economy and Society (Cuba: Realidad y Destino). Dr. Sanguinetty is also an expert on the political economy of policy reform in developing and transitional economies. As a former economic planner in Cuba, he has first-hand knowledge of centrally planned economies and how they can transition to more open, market-based systems. Dr. Sanguinetty has worked for the National Bureau of Economic Research and for the Brookings Institution, and on projects in more than 20 countries, including the Dominican Republic, El Salvador, Honduras, Jordan, Russia, and South Africa. He is the Founder, President, and CEO of DevTech Systems, Inc. and a founder and active member of the Association for the Study of the Cuban Economy.

Mercedes Sanguinetty, Co-Founder : Ms. Sanguinetty has over 25 years of experience in human resources, management, training, project support, recruiting, proposal coordination, and corporate governance. Currently, she serves as Senior Vice President of DevTech Systems, Inc. Ms. Sanguinetty is a certified educator and is fluent in Spanish and Portuguese.

Roger Betancourt, Ph.D: Professor Roger R. Betancourt received his PhD from the University of Wisconsin in 1970. He joined the Economics Faculty at Maryland in 1969 and became Emeritus in 2007.  He continues engaged in research activities and Ph.D. thesis advising at Maryland’s Economics Department.  Throughout his career he became a frequent visitor at US and European business schools in various teaching and research capacities.  Currently, he continues to visit Departamento de Gestion de Empresas, Universidad Publica de Navarra (Pamplona, Spain) and he is Affiliated Faculty in the Marketing Department of the Robert H. Smith School of Business at Maryland. Professor Betancourt's major research contributions lie in three substantive areas: production, a brief introduction to his main long term contributions in this area is available at "Capital Utilization", in S. Durlauf and L. Blume The New Palgrave Dictionary of Economics, 2nd edition, The Macmillan Press, 2008; retailing and distribution, a recent book that encompasses many of his contributions in this area is the reference work The Economics of Retailing and Distribution, Edward Elgar Publishing, Ltd., 2004 (paperback edition, 2006); and institutions and development, an illustration of some contributions in this area is available in the monograph The Role of the State During a Democratic Transition: Cuba, Cuba Transition Project. Lisa Fox, Ph.D: Dr. Lisa Fox joined the faculty of Georgetown University’s Department of Economics in 1976.  During nine years at Georgetown, she taught Economic Development in Latin America, Microeconomic Theory, Macroeconomic Theory, and International Trade and also served on orals boards and as thesis advisor for masters’ candidates in the Latin American Studies Department.  In 1985, she moved to the Department of State’s Foreign Service Institute (FSI), where she developed a very intensive nine-month economics program and dozens of shorter programs for Foreign Service economic officers.   She later became Director of Economic Studies at FSI and served in that capacity for 22 years until her retirement in 2008.  Lisa taught many courses at FSI, including Policy Reform in Developing Countries, Country Data Analysis, and Applied Microeconomics.  Lisa has a PhD in Economics from the University of North Carolina at Chapel Hill and a B.S. in Mathematics from Purdue University.  During three years in Bogota, Colombia in the early 1970s, she wrote her PhD dissertation on an innovative Colombian development plan.  She also lived in Costa Rica and Uruguay.   She is now a private consultant and contract instructor at the Foreign Service Institute.

Siegfried Marks: Mr. Siegfried Marks is the President of Sigmar International, a Miami-based, global consulting firm assisting governments with trade and investment promotion and other economic policy reforms and international oil companies with analyzing and promoting deregulation and incentives in the oil sector. Prior to opening his own firm he worked in a variety of positions as an economist, including Chief Economist and Political Advisor for Exxon in their Latin America and Caribbean Division, Energy Economist for Mobil Oil International in New York and Germany and as the Editor for “Business Latin America” in New York.

Tania Mastrapa, Ph.D: Dr. Mastrapa received her Ph.D. in International Studiesfrom the University of Miami, Master of Arts in Law and Diplomacy from the Fletcher School at Tufts University and B.S. in Marketing from Boston College. Her broader research interest includes Transitional Justice, specifically post-Communist property reform. She is the founder of Mastrapa Consultants, a Miami-based firm specializing in future property claims in Cuba and Venezuela.  Dr. Mastrapa wrote the Cuba entry for the Encyclopedia of Transitional Justice, eds. Lavinia Stan and Nadya Nedelsky, to be published by Cambridge University Press.  Her forthcoming books include Confiscated FateCuba Under Construction, and Botín Cubano.  She is the Vice President of Cuban Cultural Heritage and an advisor for Cuba Archive.

Magali Rubiera Menocal: Ms. Menocal received a B.A. degree in Romance Languages from The University of Memphis and a M.A. degree in Eighteenth Century Spanish Literature from The University of Georgia. She taught high school in Greenville, South Carolina before returning to Miami. Her professional career started as a staff writer for the Spanish edition of Good Housekeeping magazine, where she rose to the rank of Editor-in-Chief. She left the publishing world to work for the Florida Senate as a legislative aide. A return to the corporate world found her in the Latin America Division of American Express as a marketing analyst developing card acquisition programs. Years later, she was hired as a senior analyst to develop communications programs for Visa International in Latin America, where she designed their first Public Affairs Plan. In a return to the publishing world, she participated in launching Exito, a weekly magazine for the Hispanic markets of Florida and Chicago published by the Tribune Company. She served as the Assistant Editor and was a member of the Editorial Board. Coming full circle, she was an adjunct professor of Spanish and English for Students of Other Languages at Miami Dade College. Mrs. Menocal has served as a volunteer for the Guantánamo Relief Assistance Program and the American Red Cross reuniting victims of the Holocaust. She is currently working for the Cuban Association of the Order of Malta administrating their central office. She is on the Editorial Board of Herencia, a publication of the Cuban Cultural Heritage group.

Bart Stidham: Mr. Stidham has worked as a chief technology officer, chief information officer and enterprise architect for over 15 years. He has been an external consultant to numerous large international NGO's as well as some of the largest companies on earth. During the dot.com boom he was CTO of one of the five largest multi-national communications corporations on earth. After that he was a senior executive at Accenture in the Enterprise Architecture practice. He currently lives in Washington DC when he is not traveling.
